EU Roaming Fair Use Calculator: Data Allowance Abroad

Calculate your statutory minimum surcharge-free EU roaming data allowance using the official European Commission formula.

EU roaming: working out your fair use data allowance

For an open data bundle, the operator must allow at least 2 × (monthly price excluding VAT / wholesale cap) of roaming data in the EU at no extra cost. The wholesale cap has been €1.10 per GB excluding VAT since 1 January 2026, so a €19.99 plan including 20% VAT guarantees about 30.3 GB a month.

Formula

  1. Price excluding VAT: price incl. VAT / (1 + VAT).
  2. Minimum roaming allowance: 2 × net price / wholesale cap per GB, capped at the domestic allowance.
  3. Excess: (days × GB per day) − allowance.
  4. Maximum extra charge: excess × wholesale cap × (1 + VAT).

Example

A €19.99 plan including 20% VAT with 150 GB at home. Net price: €16.66. Allowance: 2 × 16.66 / 1.10 = 30.29 GB. A 14-day trip at 2.5 GB a day uses 35 GB, an excess of 4.71 GB billed at no more than €1.32 per GB including VAT: €6.22 at most. Under the 2025 cap (€1.30) the allowance was only 25.63 GB; at €1.00 in 2027 it will reach 33.32 GB. The cap can still be changed in the tool and defaults to the 2026 value.

Assumptions and limits

The formula targets “open” bundles (unlimited data or a price per GB below the wholesale cap); with a more traditional plan the full domestic volume is often usable. Operators may grant a larger allowance and must warn you before charging for excess use. For bundles with broadband or a handset, only the mobile part of the price counts. The rule covers the EU and EEA (Norway, Iceland, Liechtenstein), not Switzerland, Andorra or the United Kingdom. Roam like at home is meant for periodic travel: spending more time abroad than at home over four months can lead to surcharges.

Frequently Asked Questions

How much data can I use roaming in the EU on an unlimited plan?

At least 2 × your plan’s price excluding VAT / €1.10 in 2026. For a €19.99 plan including 20% VAT, that is about 30.3 GB a month at no extra cost.

What is the EU wholesale data roaming cap in 2026?

It has been €1.10 per GB excluding VAT since 1 January 2026, down from €1.30 in 2025. It falls to €1.00 on 1 January 2027 under Regulation (EU) 2022/612.

How much does each GB beyond the allowance cost in Europe?

The surcharge cannot exceed the wholesale cap: €1.10 per GB excluding VAT in 2026, or €1.32 with 20% VAT. Your operator must warn you before charging.

Does free roaming apply in Switzerland or the UK?

No. The rule covers the 27 EU countries plus Norway, Iceland and Liechtenstein; Switzerland, Andorra and the United Kingdom depend on your operator’s terms.
